Born in Trois-Rivières, Québec, Pascale Marchand moved to Hamilton, Ontario, in 1990 with her family. Pascale learned to speak English through the French Immersion program of the Hamilton Wentworth Catholic District School Board. She attended École secondaire Georges-P.-Vanier. There, she was consistently on the honour roll and engaged in extra curricular activities like the soccer and the rock climbing teams (best athlete award 2000 and 2001), as well as the debating team (representing the francophone Central-Western Ontario Region at the 31st Provincial Debating Seminar).
In 2006, Pascale graduated with a Bachelor of Journalism from the Toronto Metropolitan University. During her studies she rowed for the Ram's junior varsity rowing team and was published in On the Record and The Eyeopener. Throughout her studies, she maintained her connection to Hamilton by working for the City of Hamilton's Recreation department as a lifeguard, and later for the Hamilton Conservation Authority as a lifeguard at Wild Waterworks and then as supervisor at Lakeland Pool in its inaugural year.
Excited to begin her career, Pascale moved to North Bay, Ontario, to work for its local television news channel. As Producer, she directed the daily Cogeco North Bay News, reported on City Hall and the francophone community, and produced local documentaries. During her time in North Bay, Pascale gave back to the community by volunteering for Operation Red Nose. Her soccer team was the 2007 Armstrong Park Ladies champions.
Pascale dreamt of experiencing different geographies and cultures, so she took a position as Cabin Crew for Air Canada in 2008. Not one to rest on her laurels, Pascale's path within the organization was not stagnant. In 2013, she took a temporary internal contract as Communications Manager, for the Cabin Safety department. Not only was she responsible for internal and external communications (i.e., Transport Canada and the Canada Transportation Agency), she was also acting department manager, as delegated, and project manager. There, she managed equity-deserving projects such as removing restrictions for passengers with severe allergies, unaccompanied minors with disabilities, and removing barriers for passengers with limited mobility to travel in Business Class. Because of the quality of her work, Pascale was recruited in 2018 for another temporary contract, this time as Publications Manager, for the Cabin Safety department. There, she conducted a full review of the Flight Attendant Manual's emergency policies and procedures, including evacuations and firefighting.
As a result of her reputation as an efficient worker, with sharp critical thinking and strong leadership skills, Pascale was appointed as Co-Chair of the Air Canada In-Flight Service Toronto Workplace Health and Safety Committee and as the Chair of the CUPE Local 4092 Health and Safety Committee. Since 2018, Pascale has advocated for the occupational health and safety rights of Air Canada cabin crew. In 2020, Pascale was promoted to Co-Chair of the Calgary Workplace Health and Safety Committee and Chair of the CUPE Local 4095 Health and Safety Committee, in addition to her role on the Toronto committees.
In June 2022, Pascale received her Bachelor of Public Health (Honours) with First Class Standing and Micro-Certificate in Environmental Sustainability from Brock University in St. Catharines, Ontario. She was consistently named to the Faculty of Applied Health Sciences' Dean's List and received the Harrison-Thompson Bursary Trust.
Pascale continues to engage in her community. Through her current position as Constituency Assistant for the office of the City of Hamilton Councillor Tammy Hwang, Ward 4, Pascale helps analyse and develop policy to improve the lives of residents. She sits on the Hamilton Women and Gender Equity Committee to the Hamilton City Council. She also sits on the Comité sur les services en français de la Clinique juridique de Hamilton. She is a member of L'Assemblée de la francophonie de l'Ontario, Environment Hamilton, and the Canadian Public Health Association.

She lives on Anishinabewaki, which is also the traditional land of the Attiwonderonk, Haudenosaunee, Mississauga and Mississaugas of the Credit First Nation. The land is covered by the Dish With One Spoon Wampum. The city of Hamilton is within the boundary of the Between the Lakes Purchase (Treaty 3, 1792) where 3,000,000 acres were exchanged for £1,180 worth of trade goods (about $323,000CAD in 2020).
